"Views" pointed out that People's Municipal Government in all the districts and cities should make clear of the responsibility; increase funds in IPR affairs and set up a special fund for patent application subsidies, invention patent rewards and patent administrative enforcements; support or introduce patent agencies, and increase financial supports on IPR public service platform to enhance the capacity of IPR services; give more training to leaders of the Party and the Government, and civil servants, forming the system of talents storing and enterprise IPR engineer; make great efforts to cultivate culture of paying attention to knowledge, advocating innovation and being honest, which is benefit for IPR process.
